Heat olive oil in a large skillet over medium heat. Add ground lamb and cook until browned.

Add onions, carrots, and garlic to the skillet and cook until softened.

Stir in tomato paste, beef or lamb broth, peas, rosemary, thyme, salt, and pepper. Bring to a simmer, then reduce heat and cook for about 10 minutes.

While the lamb mixture is cooking, boil the potatoes in salted water until tender. Drain and mash with butter, milk, and optional cheese. Season with salt and pepper.

Spread the lamb mixture in a large baking dish. Top with the mashed potatoes and smooth the surface.
