Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper.

Clean the chicken wings and pat them dry with paper towels.

In a large bowl, combine the olive oil, salt, pepper, lemon juice, lemon zest, black pepper, garlic powder, and onion powder. Add the chicken wings and toss to coat.

Arrange the wings on the prepared baking sheet. Bake for about 45 minutes, or until the wings are crispy and golden brown.

Meanwhile, in a small saucepan over medium heat, melt the butter. Stir in the lemon juice and pepper. Cook for about 2 minutes, or until heated through.
